INVITATION TO BID FOR SUPPLY, DELIVERY AND INSTALLATION OF TWO (2) UNITS BRAND NEW 38.2 KVA GENERATOR SET ,SILENT TYPE INCLUDING TESTING AND COMMISSIONING
1. The Siniloan Water District (SIWADI), through its Internal Cash Generation (ICG) Fund intends to apply the sum of One Million Two Hundred Fifty Thousand Pesos (₱ 1,250,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery and Installation of two(2) units Brand New 38.2 KVA Generator Set, Silent Type Including Testing And Commissioning. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The SIWADI now invites bids for the Supply, Delivery and Installation of two(2) units Brand New 38.2 KVA Generator Set, Silent Type Including Testing And Commissioning. Delivery of Goods is required as stated in Section VI (Schedule of Requirements) of the bid document. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project equivalent to at least 50 % of the ABC. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government Procurement Reform Act”.
4. Bidding is open to Filipino citizens/sole proprietorships, organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA 5183 and subject to Commonwealth Act 138.
5. Interested Bidders may obtain further information from the SIWADI Bids and Awards Committee Secretariat, SIWADI Office, and inspect the Bidding Documents at the address given below during 8:00 am – 5:00 pm.
6. A complete set of Bidding Documents may be acquired by interested Bidders from January 22 to February 11,2021 from the address below and upon payment of a
nonrefundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00).
7. The SIWADI will hold a Pre-Bid Conference on February 1,2021 (1:30 PM), at SIWADI Building, Brgy. P. Burgos Siniloan, Laguna which shall be open only to all interested parties who have purchased the Bidding Documents.
8. Bids and eligibility requirements must be delivered to the address below on or before 11 February 2021 (1:00 P.M). All Bids must be accompanied by a Bid security in the form of cash, certified check, cashier’s check, bank draft/guarantee, or irrevocable letter of credit equivalent to not less than 2% of ABC, or surety bond (5% of ABC) or any combination of the foregoing. Late Bids shall not be accepted.
9. Opening of bids shall be on 11 February 2021 (1:30 P.M). Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the Bidding Room.
10. The SIWADI reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
