SUPPLY AND DELIVERY OF WATER METER
The Supply and Delivery of Water Meter shall
be delivered within One(1) year from receipt of the Notice to Proceed by the
Supplier.

1.
The Siniloan Water
District (SIWADI), through its Internal Cash Generation (ICG) Fund
intends to apply the sum of One
Million One Hundred Eighty Thousand Pesos (₱ 1,180,000.00) being the
Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Water Meter. Bids
received in excess of the ABC shall be automatically rejected at bid opening.

The SIWADI now
invites bids for Supply and Delivery of Water
Meter. Delivery of Goods is required as stated in
Section VI (Schedule of Requirements) of the bid document. Bidders should have completed, within five
(5) years from the date of submission and receipt of bids, a contract similar
to the Project equivalent to at least 50 % of the ABC. The description of an eligible bidder is
contained in the Bidding Documents, particularly, in Section II. Instructions
to Bidders.
3. Bidding
will be conducted through open competitive bidding procedures using a
non-discretionary “pass/fail” criterion as specified in the Implementing Rules
and Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the
“Government Procurement Reform Act”.
4. Bidding
is open to Filipino citizens/sole proprietorships, organizations with at least
sixty percent (60%) interest or outstanding capital stock belonging to citizens
of the Philippines, and to citizens or organizations of a country the laws or
regulations of which grant similar rights or privileges to Filipino citizens,
pursuant to RA 5183 and subject to Commonwealth Act 138.
5. Interested
Bidders may obtain further information from the SIWADI Bids and Awards
Committee Secretariat, SIWADI Office, and inspect the Bidding Documents at the
address given below during 8:00 am –
5:00 pm.
6. A
complete set of Bidding Documents may be acquired by interested Bidders from 08 June 2023 to 27 June 2023 from the
address below and upon payment of a non-refundable fee for the Bidding
Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of
Five Thousand Pesos (₱5,000.00).
It may also be downloaded free of charge from the website
of the Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the
nonrefundable fee for the Bidding Documents not later than the submission of
their bids.
7. The SIWADI
will hold a Pre-Bid Conference on 20
June 2023 (1:30 PM), at SIWADI Conference Room, SIWADI Bldg. Brgy. P.
Burgos, Siniloan, Laguna which shall be open only to all interested
parties who have purchased the
Bidding Documents.
8. Bids and
eligibility requirements must be delivered to the address below on or before 27 June 2023 (1:00 P.M). All Bids must be accompanied by a Bid
security in the form of cash, certified check, cashier’s check, bank
draft/guarantee, or irrevocable letter of credit equivalent to not less than 2%
of ABC, or surety bond (5% of ABC) or any combination of the foregoing. Late Bids shall not be accepted.
9. Opening
of bids shall be on 27 June 2023 (1:30
P.M). Bids will be opened in the
presence of the Bidders’ representatives who choose to attend at the Bidding
Room.
10. Open for trading of old bronze casing of
water meter;

Meter upon delivery.
13. Terms Of
Payment – Two(2) Years
14. The SIWADI reserves the right to
accept or reject any Bid, to annul the bidding process, and to reject all Bids
at any time prior to contract award, without thereby incurring any liability to
the affected Bidder or Bidders.
